要命箱涵何時設？　張家祝：當初設計圖沒有

追查高雄市氣爆案，石化管線竟設在箱涵裡面，經濟部長張家祝大呼「不可思議」，要釐清何時設置箱涵、管線怎麼會在裡面等問題。

《蘋果》即時報導，張家祝昨在立法院被問及高雄氣爆，他指出，石化管線絕對不可以露空，須埋在土裡，否則做過陰極防蝕處理的管線，就一點效果都沒有，「如果一個設計單位將管線設計在箱涵裡面，是不可思議的。」

今日出版的《聯合報》報導，張家祝表示，他看過氣爆區石化管線當時的設計圖，管線是繞過箱涵從上面過去，「設計圖裡沒有現在這個箱涵，何時設置、怎麼會在裡面，還要查證。」

該管線當初由中油施工，中油公司昨表示，當年施工時，發現下水道有箱涵，特地變更設計避開。檢調已掌握問題箱涵設計圖、管線設計等資料，為何會出現管線穿越箱涵的情形，將深入調查。（陳亮諭／綜合報導）
