針對洪仲丘案，公民1985行動聯盟認為政府並沒有要讓社會大眾知道真相的打算，聯盟擬在8月3日上凱道抗議。
陸軍542旅下士洪仲丘疑遭不當處分致死案，引發民怨。公民團體在7月20日時曾上街抗議，據估計有3萬人包圍國防部，由於洪仲丘死亡案至今真相未明，聯盟規劃在洪案滿月當天再度號召前往凱達格蘭大道，要求政府還原真相。
公民聯盟發言人強調，聯盟已取得凱道8月3日下午4時以後的路權，隔天剛好是洪仲丘公祭，活動除送仲丘最後一程，並要求政府回應社會要求、還原真相。
