洪仲丘在禁閉室疑似遭虐死亡案發生後，國軍禁閉室已於7月初全數暫時關閉。國防部表示，18座禁閉室完成相關改革事項後，11月恢復運作。
立法院程序委員會排定臨時會議程，立院邀請新上任國防部長楊念祖到外交及國防委員會就「軍中人權保障及陸軍下士洪仲丘案」作專案報告。
楊念祖表示，國軍已經在檢討禁閉室相關管理與設施，國軍列管18座禁閉室，其中3座正在整修，15座逐漸改善，預計完成相關改革事項後，11月恢復運作。
針對立委質疑最高軍事法院檢察署檢察長曹金生曾上政論節目說明案情，楊念祖認為不適合，指示司法檢調系統絕不能再上政論節目。楊念祖表示，曹金生從沒面對媒體經驗，講話有時失準，反而傷害公信力。
