多名立法院內政委員會立委今（9）日上午到台灣高等法院視察「通訊監察管理系統」，民進黨立委段宜康表示，這次視察是想了解法院對非法監聽做了什麼監控，而他也再次強調，特針組監聽0972開頭的國會總機一個月，不可能完全沒有錄到聲音，「除非我打電話給某人，我們兩個都不講話，直到電話掛斷，那才會錄到空白！」
這套位於高院的通訊監察管理系統是依照「通訊保障及監察法施行細則」所設置，只要是法院核發的監聽票都會被輸入到系統內，然後由系統比對電信公司回傳的掛線資訊。
段宜康認為，設在高院的通訊監察系統是針對經過法院同意的投單行為產生自動監察行為，但如果調查局或刑事局直接跳過這個程序就無法偵測到，另外還有國安監察也無法被偵測到。因此，究竟整個監聽過程有沒有不被外界監督的黑數，應該要到下一站可能會比較清楚，「這確實有漏洞」。
對於特偵組表示並未錄到聲音，段宜康上午反駁，國會總機的使用率非常高，只要有人使用到這支0972的代表號，「講完之後可能另外一個用這電話，他講話的內容被錄下來」。
他強調，監聽設備是只要有通話就會被啟動錄音，「包含咳嗽、擤鼻涕，都會被錄下，只有一種可能是沒有聲音，就是通話的兩方都不講話，直到電話掛斷，那就會錄到空白！」
