東引需兵285人　僅召募到11人

【王炯華／台北報導】國軍艱苦地區募不到兵？國民黨立委林郁方上午指出，東引指揮部原本今年要募285人，但到11月底僅有11人入營，未來國軍艱苦地區都會面臨募不到人的窘狀。

國防部長嚴明表示，他對募兵還是「樂觀」的，但由於許多艱苦地區無法招募到足額人員，因此，未來將以輪調的方式，彌補人員不足的問題。另外，為因應國防部人力的調整，國防部在2015年執行新的國軍事精簡的「精什麼案，都會作通盤檢討。」

立法院外交國防委員會上午邀集國防部、內政部、退輔會等單位，討論「推動募兵制跨院際、部會的窒礙問題與策進」專案報告，林郁方表示，國軍志願士兵招募達成率極低。例如陸軍裝甲兵今年預定招募1077人，，到11 月底實際入營數41人，達成率只有4%；東引預計需要士兵285人，到 11月底實際入營11人，達成率也是4%；陸軍步兵需求是3163人，到11 月底入營501人，達成率也只有16%。

林郁方並表示，募兵是一個不可能的任務，他建議總統舉行公投，讓百姓自行選擇。而嚴明也回應說，日前瑞典確實以公投方式決定募兵或徵兵制，解決募兵制所產生的問題。
