南亞宿敵印度、巴基斯坦關係緊繃，但兩國在克什米爾邊境交火同時仍展開第2軌道杜拜會談。印度媒體指出，儘管新德里當局與會談沒關聯，但完全知情。

「印度時報」（The Times of India）今天報導，召集「杜拜會談」的印度陸軍退役少將梅塔（Ashok K.Mehta）說，雙方討論包括查摩與克什米爾（Jammu andKashmir）省、恐怖主義和阿富汗等議題，「我們隨時向（印度）外交部通報，也會儘快向他們提出報告」。

印方取消8月下旬外交部次長會談後，至少在查摩與克什米爾省省議會改選落幕前，總理莫迪（NarendraModi）政府預料不會對巴國退讓。

報導說，2001年印度國會恐怖攻擊後，印度陸軍建軍態勢令人憂心印巴恐全面開戰，第2軌道杜拜會談在此背景下於2003年成形，之後每年展開，就連2008年11月26日孟買恐怖攻擊後也沒例外。

南亞區域合作協會（South Asian Associationfor Regional Cooperation）峰會下月在加德滿都召開，儘管迄無跡象，各方期待莫迪和巴國總理夏立夫（Nawaz Sharif）場邊會晤，以改善雙邊關係。(中央社)
