暖氣的刻度

這是我在德國租屋公寓裡的暖氣開關
上面的刻度 5 10 15.....
這些數字的意思是指室外溫度的意思嗎?
德國友人是這樣告訴我的
但是開到最低的五度好像沒感覺室內有多溫暖

想請問各位高手幫忙解惑
