路透7日報導，歐盟外長7日對就烏克蘭問題進一步對俄羅斯施壓顯得興趣缺缺，寧可先給予目前顯得搖搖欲墜的明斯克停火協議再次機會，再決定是否對俄國施加更多，或延長既有的制裁。

在拉脫維亞里加集會的歐盟多數外長認為，除非停火協議遭到嚴重違反，例如烏克蘭港口馬里烏波再次遭到親俄民兵進攻，歐盟才會考慮加強對俄制裁。
