國民黨基隆市長候選人謝立功今晚7點出面承認敗選，他先向市民說「對不起，立功努力不夠」，他感謝每張票給他的鼓勵，他未來會更加的努力，盡管有不盡人意的地方，他未來再在基隆多努力，感謝所有鄉親的支持。很多支持者落淚，與謝立功相擁而泣，場面相當感傷。
