美國總統歐巴馬2日向國會提出4兆美元的空前預算案，準備對富裕的美國人和企業增稅，同時提高國內支出，另一場政府和國會的衝突似乎已勢所難免。

歐巴馬宣稱他的龐大預算案「實際、無黨派色彩」，但他的提案送出之前，共和黨已對總額高達2兆美元的增稅猛烈抨擊。
