軍冤會設委員15人 民間人士11人

　行政院設置軍事冤案申訴委員會，有初步方向，委員15人，任期一年，召集人由行政院政委兼任，副召集人由法務部次長兼任，其餘成員包括行政院法規會主委、國防部次長、律師公會代表3人、學者專家4人、社會公正人士4人。江揆一早聽取報告，籌備會議也提報了一份委員建議名單，但還需等候律師公會等機關推薦名單，再做通盤考量。
