新竹縣寶山、北埔、峨眉鄉，居住在水庫與集水區附近，卻無自來水可使用，經多次申請卻因評比不符合無法通過，2日於北埔鄉公所，由立委徐欣瑩招開自來水普及率之改善方案座談會，出席人員包含北埔鄉長涂春海、新竹縣議員陳正順、邱振瑋，及多位代表與村長出席。
北埔鄉長涂春海表示，全北埔鄉被規劃在水源保護區，因此地方開發受限制，導致鄉村人口越來越少，每次申請自來水設置都需要經過村民蓋章，卻因評比不符合遭拒絕，數十年居民盼不到自來水。
北埔議員陳正順表示，自己有印象中北埔鄉已申請自來水有20年，每次一次都跟村民說會審核、會探查，最後卻無下文，南坑村是取水口，村民不但沒有自來水可用，連出入都被管線阻礙。
寶山議員邱振偉表示，寶山鄉山湖村是國內特殊的案例，村內有兩座水庫，但是全村38戶卻沒有淨水可用，打開水龍頭是有黃泥的地下水，要喝水就要自己去買水，反觀用水最大量的科學園區每日用水300噸。
立委徐欣瑩表示，如果將三鄉申請自來水的評比以標準案件處理，不知道鄉民要到何時才有淨水，建議水利署使用特殊案件處理，讓鄉民能夠實現期盼以久的淨水。
水利署副署長賴柏勳表示，今年度的預算已用盡，若要協助民眾設立自來水，只能期望明年預算，水利署會努力處理，而被設為水質保護區的地區，每年都會有回饋金或是水費減半，回饋金則交由縣政府處理。針對民眾陳情將盡快檢討自來水延管工程的評比規定，針對水庫集水區、取水引道等區域將會跟延管評比規定採取雙軌不重疊的專案檢討方式改善。
